Coal Ash Regulation Delayed

As previously reported, EPA committed to issuing new requirements for coal combustion waste by the end of 2009. In a press release issued December 17, EPA missed that deadline and is delaying the release of any new requirements to allow additional time to research the issue.  At this point, EPA is still considering the designation of coal combustion waste as a hazardous material. This would lead to stringent requirements for the storage, disposal and transport of these material; and it would very likely have serious implications on the use of these materials (e.g., fly ash) in construction applications. Of primary concern to AGC is protecting the beneficial use of fly ash in construction. A link to a letter that AGC wrote to the EPA Administrator expressing our concerns can be found here. The AGC Environmental Network steering committee members met with EPA on this issue during their October meeting. AGC staff also met with the Assistant Administrator for EPA's Office of Solid Waste in November.

New Document Provides Guidance on 3D and BIM

The Specialty Contractor's Subforum of the AGC BIMForum has created the MEP Spatial Coordination Team Requirements for Building Information Modeling. This document provides guidance to companies and individuals involved in 3D MEP (Mechanical, Electrical, Plumbing, and Fire Protection) spatial coordination. Its aim is to help the MEP spatial coordination process using 3D and BIM technology and to assist in developing team structures, definition of roles and responsibilities, recommendations for technical and IT considerations, social structure and accountability.  The document can be accessed here: MEP Spatial Coordination Requirements for BIM.

Article by SCC Chairman Jim Slack Explores Hidden Costs Associated with Lowest Bid

In his article "Can You Afford the Lowest Bid?," Specialty Contractor Council Chairman Jim Slack examines how accepting the lowest bid for a job can be quite costly.  He explains how both general contractors and subcontractors should take responsibility to ensure that the scope of work is compared when bids are examined, and that mutual trust of both parties is essential.
